The SITAR, was a company of the 1930's, or the Society to Increase Air Tourism ( Società Incremento Turismo Aereo), which after having built two small Hangars, passed to seaplanes, operating national routes.
This company was very active in Liguria, operating with two S.16bis, three S.16ter and one S.16 on the route which linked Sanremo and Genoa. In this image one can see the seaplane S.16bis in the old port of Sanremo, in a chalet which is no longer there.
